NTC Requires Broadband Service Providers to Set Minimum Internet Speed

The National Telecommunications Commission (NTC) has released a Memorandum Order requiring broadband internet providers to set a minimum speed in their service offerings.

The NTC notes that service providers specify only the maximum speed in advertisements and in service agreements. It also acknowledges that broadband wireless technologies differ in transmission characteristics, with mobile internet access being the most vulnerable in signal fading more than fixed and fixed wireless Internet access.

Through the Memorandum Order, the NTC makes it mandatory for broadband service providers to specify the minimum internet connection speed and service reliability, as well as service rates in advertisements and service agreements.  According to the Memorandum Order, the acceptable minimum service reliability is 80 percent.

Broadband service providers shall specify the minimum broadband/internet connection speed and service reliability and the service rates in their offers to consumers/subscribers/users in their advertisements, flyers, brochures and service agreements and service level agreements. The minimum service reliability shall be 80%.
