PAGCOR tightens controls on online gambling

PAGCOR is tightening its grip on online gambling with new rules meant to protect players and curb illegal activity.

The updated guidelines require stricter identity checks. Players must now submit a valid government-issued ID and a real-time selfie of themselves holding the ID.

PAGCOR is also moving to restrict gambling ads. Current rules already ban ads during primetime TV and radio hours, but regulators are considering a full-day ban.

New standards are being drafted with the Ad Standards Council to cover social media and digital platforms. Ads found to be illegal will be flagged to the Cybercrime Investigation and Coordinating Center and the National Telecommunications Commission.

To promote responsible gaming, PAGCOR is rolling out localized warnings. Online self-exclusion tools are being introduced, treatment centers will be accredited, and outdoor gambling billboards will be removed. A 24/7 helpline is also being launched to provide confidential counseling and family support.

PAGCOR should also examine the growing issue of smartphones in the Philippines that ship with online gambling apps pre-installed. These apps make gambling more accessible by removing the need for downloads or account setup, potentially exposing users to addictive features right out of the box.

Addressing this concern will further limit unregulated access and strengthen the agency’s push for responsible gaming.
