The Department of Social Welfare and Development (DSWD) announced that spouses of overseas Filipino workers (OFWs) can now be recognized as solo parents. This applies to those in the low or semi-skilled worker category who have worked abroad continuously for at least one year.
With this change, these spouses can now enjoy benefits under Republic Act No. 11861, also known as the Expanded Solo Parents Welfare Act. The law supports solo parents who face challenges like abandonment, separation, or the death of a partner. It also includes those who take care of children alone, such as legal guardians, adoptive parents, foster parents, and even pregnant women caring for their unborn child.
Under the act, solo parents are eligible for a variety of benefits, including a monthly cash subsidy for those earning minimum wage or below, automatic health insurance coverage through PhilHealth, and priority access to housing programs.
Other benefits include discounts on milk, food, and medicine for children up to six years old. Solo parents can also apply for educational scholarships and programs to support their children’s growth and development.
DSWD Assistant Secretary Ada Colico emphasized that spouses of OFWs who meet the criteria are now included in the solo parents’ category if they provide sole care and support to their children.
Beneficiaries must register with their local government units to receive a solo parent ID, which is renewable annually.
