iPhone maker Foxconn wants to anchor the Pax Silica hub in New Clark City. The US‑backed project aims to secure AI and semiconductor supply chains while boosting local tech manufacturing.
Finance Secretary Frederick Go called it a “generational project” that could reshape the country’s role in high‑tech industries. The hub covers more than 1,600 hectares in the Luzon Economic Corridor. It will focus on AI, data centers, and critical minerals. Officials plan to sign a framework deal within the year to lock in investor commitments.
The Philippines joined the Pax Silica coalition in April 2026. The group has 24 member countries and economies, including the European Union. The goal is to build secure supply chains for semiconductors and advanced tech. Foxconn’s role as anchor investor signals strong private sector confidence.
Local electronics firms see new chances in data center hardware and co‑design projects. But experts warn success depends on reliable power, clean energy, and skilled labor. Some critics say the country must avoid staying stuck in low‑tier manufacturing and push for higher‑value production.

The next step is the signing of the framework agreement. Once construction begins, the Pax Silica hub is expected to bring jobs, investment, and a stronger position for the Philippines in the global AI and semiconductor market.
