The United States Trade Representative (USTR) has once again included Greenhills Shopping Center in San Juan in its 2025 Review of Notorious Markets for Counterfeiting and Piracy.
The report points to ongoing sales of fake items such as electronics, perfumes, watches, shoes, and fashion accessories inside the complex. While the listing does not carry trade penalties, it serves as a reminder for authorities and mall operators to strengthen intellectual property (IP) enforcement.
Greenhills management has rolled out a three-strikes rule for vendors caught selling counterfeit goods. According to reports, almost 300 stalls were shut down last year.
The National Committee on Intellectual Property Rights (NCIPR) has also stepped up inspections and raids, working closely with law enforcement and rights holders.
To help vendors comply, an IP help desk is being set up inside the mall. Officials say the goal is to reposition Greenhills as a legitimate retail hub. Rights holders welcome these changes but note that counterfeit products are still being sold.
