The Bases Conversion and Development Authority (BCDA) said the Pax Silica AI hub in New Clark City will follow Philippine laws on environment, labor, and governance. The agency is set to sign a master agreement with a US partner to move the project forward.
BCDA explained that all companies inside the hub must comply with national rules. This covers environmental protection, labor standards, and governance. The framework is meant to keep investors accountable as the Philippines joins 23 other countries in the Pax Silica initiative.
The hub will cover more than 1,600 hectares in New Clark City. It will focus on semiconductors and advanced manufacturing. The US International Development Finance Corp. has shown interest in financing projects linked to the hub and the Luzon Economic Corridor.
Officials said the framework will serve as the legal base for operations. It will set clear rules for developers and investors. BCDA stressed that compliance with Philippine law is required and will be enforced.

The framework signing is expected soon. Once complete, it will open the way for development of the Pax Silica hub, which is projected to bring billions in investment and create thousands of jobs in the next decade.
