The BIR has suspended the Registration Seal Badge requirement until further notice. The move gives online sellers, freelancers, service providers, and content creators a temporary break from the rule.
The suspension was announced through Revenue Memorandum Circular No. 113-2026, issued on October 26, 2026. For now, taxpayers no longer need to display the Registration Seal Badge.
The agency also said there will be no penalties for not displaying the badge during the suspension period. If you already have one posted on your website, online shop, or social media page, you can keep it there or take it down.
The Registration Seal Badge was introduced as an alternative to displaying a full Certificate of Registration. It comes with a QR code that lets people verify a taxpayer’s registration status.
The requirement sparked concerns among online entrepreneurs and content creators. Some said the QR code could expose personal details, including legal names, when scanned.
The issue eventually caught the attention of lawmakers, who called for a review of the policy. The latest suspension gives the BIR time to revisit the requirement and address the concerns raised by affected groups.

However, the Registration Seal Badge has not been scrapped. It remains available, but displaying it is now optional until the BIR issues further guidance.
For now, if you do not have a Registration Seal Badge displayed, you will not face penalties while the suspension is in effect.
