The Metro Manila Council has approved MMDA Regulation No. 25-001, enforcing a wide-ranging street parking ban to ease traffic congestion before the Christmas rush.
The regulation prohibits parking on major national roads across Metro Manila, including EDSA, Roxas Boulevard, Commonwealth Avenue, and Marcos Highway. These roads are classified as national primary roads under DPWH Department Order No. 2024-112.
For national secondary roads, parking is allowed only outside peak hours. Local governments may permit street parking through ordinances, but only outside 7AM–10AM and 5PM–8PM.
Violators will be fined ₱1,000 for attended illegal parking and ₱2,000 for unattended vehicles. Exemptions apply to emergency vehicles such as fire trucks and ambulances responding to emergencies, stalled vehicles, and other authorized units.
The MMDA says the list is still subject to amendments. Drivers are advised to check local advisories and avoid restricted zones.
