MMDA’s Metro Manila holiday traffic plan starts Nov. 17: Here’s what to expect

The aim is to ease congestion, adjust mall hours, and expand bus access

The Metropolitan Manila Development Authority (MMDA) has announced traffic control measures to help ease congestion during the Christmas season. The agency expects a 10–25% increase in vehicle volume across Metro Manila from mid-November to late December.

From November 17 to December 25, shopping malls must adjust weekday operating hours to 11 AM–11 PM. Mall-wide sales are limited to weekends, while weekday promotions are allowed only for individual stores without public advertising. Deliveries are restricted to nighttime hours (11 PM–5 AM), except for perishable goods.

Mall operators are also required to submit traffic plans two weeks before scheduled events.

To reduce road congestion, the MMDA will temporarily stop excavation activities on national and city roads, except for key government projects and emergency repairs.

Provincial buses will be allowed on EDSA from 10 PM to 5 AM starting December 20. From December 24 to January 2, they can operate 24/7. Northbound buses will end trips in Cubao, Quezon City, while southbound buses will terminate in PITX or Pasay City.

Traffic enforcers will extend night shifts until midnight. The MMDA is also working with the Department of Transportation and transport groups to extend operating hours of public transport systems, including the EDSA Bus Carousel, LRT, MRT, and other public utility vehicles.

The agency will also step up its No Contact Apprehension Policy and clearing operations to maintain road discipline.
