Smart, PLDT help Baguio City test AI tools

Baguio City is testing an AI tool with Smart and PLDT to help businesses check if their proposed ventures comply with local zoning rules. The project is part of PLDT and Smart’s AI-in-a-Box program, which helps local governments build simple, useful digital tools.

City staff joined a three-month mentorship to create an online tool called BIZ Checker. It lets applicants see if their business is allowed in a chosen location based on zoning classifications and requirements. The system also has Rolly Bot, a chatbot that uses government data to guide users through the process.

The tool fixes a common problem in business permitting, where applicants often find out too late that their documents are incomplete or their chosen site isn’t allowed. During testing, even older residents were able to use the system on their phones, showing how easy it is to access.

The pilot helped the city spot areas for improvement, like adding cases for businesses on government-owned properties and updating old ordinances from the 1990s. The team regularly reviews and updates the system to keep it aligned with new rules and requirements.

Baguio plans to make the tool part of its regular operations and ensure it stays sustainable over time. The city is one of four local governments under the AI-in-a-Box mentorship, along with Cebu City, Cabanatuan City, and Lanao del Sur.

For residents, it means easier zoning checks and fewer trips to city offices.
