NCR declared under state of calamity after Typhoon Carina triggers floods

The National Capital Region (NCR) is now under a state of calamity following heavy rains and severe flooding brought on by Typhoon Carina and the enhanced southwest monsoon, also known as “habagat.”

The decision was reached by the Metro Manila Council (MMC) during a meeting on Wednesday. The council, comprised of the 17 mayors of NCR and led by Department of the Interior and Local Government (DILG) Secretary Benhur Abalos and Metropolitan Manila Development Authority (MMDA) acting chair Don Artes, convened at the MMDA headquarters in Pasig City.

“What is important right now is magkaroon tayo ng (we have) coordination,” said Abalos. “The motion is hereby approved that Metro Manila is now in a state of calamity.”

The declaration grants local government units (LGUs) access to emergency funds, expediting the deployment of aid and the implementation of relief operations for residents affected by the flooding. Normally, LGUs can only access 70% of these funds without a declaration.

On Wednesday, Typhoon Carina and the habagat caused heavy rainfall across Metro Manila and other parts of Luzon, leading to widespread flooding. By 4:30 p.m., MMDA reported flooding in areas like Mandaluyong, Manila, Marikina, Navotas, Quezon City, Pasay, Taguig, Pasig, and Valenzuela City.
