The Metropolitan Manila Development Authority (MMDA) confirmed that most traffic violations recorded under the no-contact apprehension policy (NCAP) will be voided during periods of intense rain and flooding across Metro Manila.
In a press briefing at Malacañang, MMDA Chair Don Artes clarified that while NCAP remains active, violations captured by CCTV will be manually reviewed. He explained that obscured road signs and submerged areas make automatic enforcement unreliable during extreme weather conditions.
The announcement comes after days of intense downpours caused by the southwest monsoon (habagat) and worsened by Tropical Storm Crising. According to Pagasa, rainfall across the region may exceed 200 millimeters.

However, the MMDA emphasized that reckless driving will still be penalized. Artes warned that footage showing dangerous behavior, such as speeding or counterflowing, can still result in formal notices of violation, regardless of weather. Enforcement will vary depending on the severity of conditions in each location.
