Starting September 2025, passengers flying out of Ninoy Aquino International Airport (NAIA) will pay higher terminal fees. The new rates are ₱950 for international flights and ₱390 for domestic flights.
The government-mandated fee hike is the first update in over 20 years. According to NNIC, the new rates are still below inflation-adjusted levels if fees had kept up since 2000.
Only departing passengers are charged, and only once per journey. Overseas Filipino Workers (OFWs) remain exempt from international PSC under current rules.
NAIA is the country’s busiest airport, handling over 50 million passengers a year. Since NNIC took over in 2024, upgrades include better restrooms, air-conditioning, elevators, Wi-Fi, and baggage trolleys. A biometric system will launch in September. Terminals 4 and 5 are also in development to expand capacity.
NNIC says the updated fees will help fund ongoing improvements and keep operations safe, efficient, and affordable.
