DICT confirms 19 government websites hacked, no data breach found

DICT confirms no personal data stolen.

The Department of Information and Communications Technology (DICT) confirmed that 19 government websites were hacked on September 21. The incident happened during nationwide protests against corruption. Officials said the websites were defaced, but no personal data was stolen.

DICT Secretary Henry Aguda said four national agencies were affected: the Anti-Red Tape Authority, Bureau of Customs, DICT, and the Department of Economy, Planning and Development. The rest were local government websites. Most of the compromised content involved training modules and complaint platforms. All were restored quickly.

The eGov PH App was not hacked. The breach came from a third-party system called EComplaints, which is separate from the app’s core infrastructure. DICT said all personal data in the app remains encrypted and protected under the Data Privacy Act of 2012.

Aguda reported over 1.4 million breach attempts, but only four succeeded. A hacktivist group called AnonymousPH is suspected, but it denied involvement. DICT is now tracking a person of interest in coordination with authorities. Stay tuned for updates.
