President Ferdinand Marcos Jr. has appointed Robert Joseph Montes de Claro, current president and CEO of the SSS, as the new DICT chief. He takes over from Henry Aguda, who resigned amid investigations into ghost connectivity projects.
De Claro has been with the SSS since January 2023, first as officer-in-charge and later as president. He also chaired the SSS Employees’ Provident Fund and the Information and Technology Collection Committee.
His work includes board roles at Union Bank and Union Digital Bank, as well as government bodies like the Employees’ Compensation Commission, OWWA, and the NDRRMC.
Malacañang pointed to de Claro’s strong background in the digital economy, highlighting his role in modernizing financial systems and improving digital services. His appointment signals a push to strengthen DICT’s programs in connectivity, cybersecurity, and digital infrastructure.
Aguda’s departure comes as the department faces scrutiny over projects that failed to deliver promised internet services. The leadership change is expected to bring renewed focus on accountability and digital transformation.
