House panel approves Roll-Over Data Act to end data caps and expirations

For this to become a law, it still needs approval from the full House, the Senate, and the President before it can take effect.

The House panel has pushed a bill that would let internet users keep their unused data instead of losing it to expiration dates.

The Roll-Over Data Act was approved by the Committee on Information and Communications Technology. It requires internet service providers (ISPs) to allow both prepaid and postpaid subscribers to carry over leftover data into the next billing cycle until it’s fully consumed.

Camarines Sur Rep. Migz Villafuerte, who chairs the committee, said the bill aims to stop what he called an unfair practice: forcing subscribers to forfeit paid data once their plan ends.

To be clear, this proposal is not yet a law. It still needs approval from the full House, the Senate, and the President before it can take effect.

Under the proposal, subscribers can keep unused data for future use, and by year-end, they may even convert it into rebates. Lawmakers say this change will give consumers more value and transparency in their internet plans.

A similar bill passed the House in a previous Congress but stalled in the Senate. Hopefully, this time it will move forward.
