The NTC has fined Globe, Smart, and DITO ₱100,000 per day starting September 25, 2026, for poor mobile internet service in Metro Manila. The regulator said the penalties will stay until service quality improves.
Tests done in September showed weak results compared to earlier quarters. Despite fixes promised by the telcos, NTC found slow speeds and poor coverage in several NCR cities.
Globe was flagged in Manila, Makati, and Quezon City. DITO was cited in San Juan, Pasay, and Las Piñas. Smart was penalized for poor service in Parañaque, Manila, and Pasig.
NTC said it will run bi-weekly retests in these areas to check progress. The agency also confirmed it will continue monitoring mobile broadband across Metro Manila.
The fines are backed by Section 17(a) of Commonwealth Act No. 146, amended by Republic Act No. 11659. This law gives NTC the power to enforce service standards and penalize operators that fail to comply.

For mobile users in NCR, this means telcos are under pressure to fix issues fast. Expect possible improvements as operators work to avoid piling daily fines.
