How to appeal and pay fines under MMDA’s No Contact Apprehension Policy (NCAP)

A guide to appealing MMDA NCAP violations and settling fines online or in-person.

The Metropolitan Manila Development Authority (MMDA) has reinstated its No Contact Apprehension Policy (NCAP) to enforce traffic regulations more efficiently. With this, the agency has released its guidelines on how to appeal violations and how to pay corresponding fines.

Under the NCAP, traffic violators are identified through CCTV cameras, and violation notices are sent via postal mail. For now, MMDA has not yet issued guidelines on how to check for NCAP violations online. The previous methods are no longer available, however, you can try your luck verifying your status through the LTMS Online Portal.

If you’ve received a Notice of Violation (NOV) under NCAP, you can appeal or pay the fine to avoid further penalties. Here’s how to do it.

How to Appeal a Notice of Violation (NOV)

Motorists who wish to contest their violation can file an appeal through the MMDA’s Traffic Adjudication Division (TAD). The process is simple and can be done online, eliminating the need to visit the MMDA office in person.

Steps for Online Appeal:

  1. Access the platform: Scan the QR code below or click the official link: https://bit.ly/3J62YhH.
  2. Fill out the form: Provide necessary details and evidence supporting your appeal.
  3. Upload the necessary documents: Upload the Unified Ordinance Violation Receipt (UOVR), driver’s license, and vehicle registration (OR/CR).
  4. Submit your appeal: Once completed, submit the form for review by the MMDA Traffic Adjudication Division. They will conduct a pre-processing phase, and, if necessary, invite motorists for a face-to-face hearing.

For those who prefer filing an appeal in person, the MMDA TAD also accepts walk-in submissions at: MMDA Head Office, Julia Vargas Avenue corner Molave Street, Barangay Ugong, Pasig City. Office hours are Mondays to Fridays, from 7 AM – 4 PM.

How to Pay NCAP Fines

If you choose to settle your violation, MMDA offers online and in-person payment options.

Should you want to pay in person, you can do so at the MMDA Redemption Office in MMDA Head Office, Julia Vargas Avenue corner Molave Street, Barangay Ugong, Pasig City, or at Robinson’s Galleria Payment Center.

What Happens If You Don’t Pay?

Failure to settle the fine within ten (10) working days from the receipt of the notice will result in your vehicle’s license plate number being placed on the Land Transportation Office (LTO) alarm list, which may cause issues for future registrations and transactions.
