The Metropolitan Manila Development Authority (MMDA) has reinstated the No Contact Apprehension Policy (NCAP), set to take effect on May 26, 2025.
This comes after the Supreme Court partially lifted the temporary restraining order, allowing the MMDA to resume its implementation.
Under this policy, traffic violations will be recorded through closed-circuit television (CCTV) cameras, and motorists will receive notices instead of being stopped by enforcers on the road.
If you drive in Metro Manila, it’s important to know which roads will be covered under NCAP to avoid unexpected fines. Here’s the list of major roads where CCTV monitoring will be active:
- C1 – Recto
- C2 – Mendoza, Pres. Quirino Ave.
- C3 – Araneta Ave.
- C4 – EDSA
- C5 – C.P. Garcia, Katipunan Ave., Tandang Sora
- R1 – Roxas Blvd.
- R2 – Taft Ave.
- R3 – South Superhighway
- R4 – Shaw Boulevard
- R5 – Ortigas Ave.
- R6 – Magsaysay Blvd., Aurora Blvd.
- R7 – Quezon Ave., Commonwealth Ave.
- R8 – A. Bonifacio
- R9 – Rizal Ave.
- R10 – Del Pan, Marcos Highway, McArthur Highway
Remember to drive carefully, remain mindful of road signs, and follow traffic laws to avoid unnecessary fines under this system. Since NCAP relies on automated monitoring, every traffic rule violation will be recorded and processed.
