The Metropolitan Manila Development Authority (MMDA) assures the public that all violations recorded under the No Contact Apprehension Policy (NCAP) are manually reviewed and validated before fines are issued, addressing concerns of possible errors in automated enforcement.
During a recent press conference, MMDA Chairman Atty. Don Artes explained that while CCTV cameras and artificial intelligence (AI) help detect traffic violations, the final review and assessment is done by MMDA personnel before a Notice of Violation (NOV) is issued.
This means that if you receive a NOV via postal mail, you can be assured that the infraction has been verified by human evaluators, confirming its legitimacy before penalties and fines are enforced.
Currently, there is no online system for checking NCAP violations, as previous verification methods are no longer active. However, MMDA is actively working on a mobile app that will allow drivers to review their violations digitally. The agency is also partnering with local telecom companies to provide SMS alerts for timely updates.
Once the app is available, motorists will be able to check their violations directly from their smartphones.
