The Metropolitan Manila Development Authority (MMDA) has launched a new online system allowing motorists to check for No Contact Apprehension Policy (NCAP) violations.
The service is accessible through mayhulika.mmda.gov.ph on smartphones, tablets, and computers.
How to Check for Violations
Motorists can verify potential violations by entering their plate number or conduction number along with their MV File Number on mayhulika.mmda.gov.ph. You can find your MV File Number on your vehicle’s OR/CR.
If a violation is found, a Notice of Violation (NOV) will be sent via postal mail within five to seven days. The MMDA Motorcycle Unit also assists in delivering notices. These notices are sent to the registered owner of the vehicle, regardless of who was driving at the time.
MMDA assures motorists that all NCAP violations undergo manual review before fines are issued.
According to the MMDA, they will continue to update the site in the coming months, adding features such as:
- View the CCTV footage of the infraction, allowing you to contest online if needed
- User account creation and uploading of your vehicle’s Official Receipt/Certificate of Registration (OR/CR)
- Real-time email and SMS notifications for account holders
- Request for online hearing and scheduling for a live conversation with an MMDA representative
NCAP System and Payment Options
Since its reinstatement on May 26, 2025, the NCAP system has used CCTV cameras to monitor traffic violations across major roads in Metro Manila. Instead of direct apprehension by officers, motorists receive a mailed notice detailing the infraction.
Fines can be paid through the Landbank Link.BizPortal, GCash, Maya, Grab Pay, and Bayad App, or in person at the MMDA Head Office in Pasig City, and Robinson’s Galleria Payment Center.
Motorists can also file appeals online or at the MMDA Traffic Adjudication Division, located at Julia Vargas Ave. and Molave St., Barangay Ugong, Pasig City, from Monday to Friday, 7 AM–4 PM.
The MMDA assures violators that late payments will not incur penalties or interest. However, unpaid fines will result in the vehicle’s license plate being flagged in the Land Transportation Office (LTO) alarm list, preventing future registration.
