DICT wants users to report weak mobile signal using Open Signal app.

The Department of Information and Communications Technology (DICT) is asking the public to help report areas with poor mobile signal. Through its new initiative, Oplan Bantay Signal, the agency wants users to report mobile speed test results using the Open Signal app.

The goal is to gather real-world data from users nationwide. DICT says this will help them pinpoint weak coverage zones and push telcos to improve their service.

DICT said these submissions will guide its coordination with telecom providers and help improve mobile infrastructure nationwide.

How to Report Poor Mobile Signal to DICT

  1. Download the Open Signal app on Android or iOS.
  2. Turn off Wi-Fi and activate mobile data.
  3. Open the app, enable location, and run a speed test.
  4. Take a screenshot of the result.
  5. Email it to 1326@dict.gov.ph with the subject line: network and location (e.g., “SMART, EDSA Guadalupe”).
