The Cybercrime Investigation and Coordinating Center (CICC) is taking action against delivery-related scams, which often spike during the holiday rush. In partnership with the Department of Information and Communications Technology (DICT) and several courier companies, the agency is working to protect online shoppers from fraud.
Couriers like LBC Express, JRS Business Corporation, A-Best Express, and Consegnia Logistics joined the discussion. They shared best practices and operational guidelines to help strengthen defenses against scams.
The effort is part of DICT’s “Oplan Paskong Sigurado” campaign, aimed at keeping consumers safe during the busiest shopping season of the year.
The initiative also ties in with DICT Department Circular No. HRA-005 s. 2025. By improving coordination between government agencies and private couriers, the program hopes to cut down risks for both customers and businesses.
Other agencies, including the Department of Trade and Industry (DTI), Land Transportation Office (LTO), and Department of Labor and Employment (DOLE), have been invited to join.
A Memorandum of Agreement is expected to formalize the collaboration, ensuring that anti-scam measures continue beyond the holidays.

Delivery-related scams remain one of the most common fraud schemes in the country. With this effort, authorities and couriers aim to strengthen defenses and rebuild trust in online shopping.
