Philippines becomes first country to put entire National Budget on blockchain

The Philippines has made history as the first country to put its entire national budget on blockchain. Starting with the 2026 General Appropriations Act, the government will use the Digital Bayanihan Chain to record and secure all budget transactions.

The system is designed to make the budget process transparent and tamper-proof. Blockchain, the same technology behind cryptocurrencies, works as a digital ledger where data cannot be changed once recorded. This ensures that every peso allocated and spent is permanently tracked.

With this move, the whole budget cycle, from congressional approval to disbursement and reporting, will be digitized. Each transaction will carry a seal of authenticity that anyone can verify. Citizens, media, and watchdogs will be able to trace funds in real time, reducing opportunities for corruption and manipulation.

DICT Secretary Henry Aguda said the initiative is more than just a tech upgrade. It is a safeguard for integrity in government spending, ensuring that official records remain intact across different administrations.
