DICT rolls out digital IDs for delivery riders

The Department of Information and Communications Technology (DICT) has launched digital IDs for delivery riders through the Messenger Work License (MWL) Virtual ID. The rollout is part of Phase 2 of the PEMEDES Licensing Portal, which was introduced on June 23, 2026, to improve safety and accountability in the delivery sector.

The system allows riders and operators to register online, submit requirements, and undergo identity verification. Each rider will receive a digital ID integrated with the National ID system, facial recognition, AI-assisted document processing, and QR-enabled features for faster compliance and real-time approval.

DICT said the initiative aims to professionalize the delivery workforce and strengthen consumer trust. Operators can now verify messenger credentials more easily, ensuring riders meet compliance standards.

Industry partners, including Foodpanda, LBC Express, Angkas Padala, Flash Express, and JoyRide, have expressed support for the program. The portal is accessible via register.pemedes.gov.ph.

The digital ID rollout is expected to improve safety, reduce fraud, and provide riders with a standardized identity system. DICT plans to expand the program, making digital IDs a requirement for delivery platforms nationwide.
