The PH government is rolling out the Unified PWD ID, a new system that uses QR codes to help stop fake and duplicate disability IDs. It links each cardholder to a national database for easier verification.
Under the Unified Persons with Disabilities ID System (UPWDIS), every PWD card will come with a unique number and a QR code. Shops, restaurants, and other businesses can scan the code to check if the ID is valid.
The goal is to protect the benefits meant for legitimate persons with disabilities and reduce the misuse of PWD IDs.
The new Unified PWD ID will still give holders access to the same benefits and privileges they receive today. These include the 20% discount and VAT exemption on qualified purchases, along with discounts on medicines, healthcare services, transportation, hotels, restaurants, and some leisure activities.
The QR code system could also streamline transactions. Instead of relying only on a physical card, establishments can quickly confirm a person’s record through the centralized database.
For people with non-apparent disabilities, the new system may help avoid questions or confusion when claiming benefits. Verification can be done through the official database once the QR code is scanned.
The shift to the new ID system will happen in phases over the next three years. Applications and processing are available through local government units, Persons with Disabilities Affairs Offices, and local social welfare offices.

For PWDs, the new ID offers a more secure, standardized way to access benefits. Once the rollout is complete, verifying PWD IDs should become faster for both cardholders and businesses.
