Senate bill requires mandatory seat belts for school buses

Senate President Jinggoy Ejercito Estrada has introduced Senate Bill No. 2958. Also known as the School Bus Safety Act, the measure requires school buses to have seat belts.

The said legislation aims to promote the safety of students, addressing the increase in road accidents across the country.

According to a report by the Philippine Statistics Authority, road traffic fatalities increased by 39% over ten years, rising from 7,938 deaths in 2011 to 11,096 in 2021.

Under the proposed measure, all newly manufactured school buses must include seat belts before registration, while existing school bus owners will be given six (6) months to comply with the regulations following their release. 

The Department of Transportation (DOTr) will oversee the law’s implementation and ensure adherence to modern safety standards within a year of enactment.

In addition to mandating seat belts, the bill promotes stricter safety protocols, such as driver training programs and local government oversight of school bus safety. The DOTr is also tasked to conduct awareness campaigns to educate students, parents, and drivers about the importance of seat belt usage. Schools that meet compliance requirements will be recognized for prioritizing student safety.
