Following a string of road accidents, the Philippine government is ramping up efforts to improve road safety with two big changes that will affect public utility vehicle (PUV) drivers.
Mandatory Drug Testing for PUV Drivers
The Department of Transportation (DOTr) has issued Department Order No. 2025-008, requiring all PUV drivers, including motorcycle taxi riders, to undergo mandatory drug and alcohol testing before they are hired.
The cost of testing will be covered by operators and vehicle owners, ensuring that all drivers meet safety standards.
Stricter Rules Against Reckless Driving
The Land Transportation Franchising and Regulatory Board (LTFRB) is also cracking down on reckless drivers, commonly known as “kamote” drivers. This action comes after recent accidents on Commonwealth Avenue and Valenzuela.
LTFRB Chair Teofilo Guadiz III warned that drivers who break traffic laws and put passengers in danger will be punished. Meanwhile, operators who fail to control their drivers could face fines or even lose their franchise.
The LTFRB is working with the Land Transportation Office (LTO), Metropolitan Manila Development Authority (MMDA), and local government units (LGUs) to identify and take action against irresponsible drivers.
Passengers and motorists can report reckless drivers through the LTFRB’s hotline or official Facebook page.
These new measures show a strong commitment to improving road safety, ensuring that commuters can travel without fear of reckless driving.
