MMDA warns of NCAP text scams

Only use official sites and payment channels to avoid fraud and penalties.

The Metropolitan Manila Development Authority (MMDA) is warning of increased text scams related to the No Contact Apprehension Policy (NCAP).

Remember that the MMDA has yet to implement text notifications for NCAP traffic violations.

Always go to official payment channels to pay for fines, which include online payment portals Landbank Link.BizPortalMaya, GCash, Grab Pay, and Bayad App; or in person at the MMDA Head Office in Pasig City, and Robinson’s Galleria Payment Center.

Also, the official website for checking NCAP traffic violations is mayhulika.mmda.gov.ph. Avoid other sites asking for personal details.

Since its reinstatement on May 26, 2025, the NCAP system uses CCTV cameras to monitor traffic violations in major roads in Metro Manila. Instead of direct apprehension by enforcers, motorists receive a mailed notice detailing the infraction.
