The Land Transportation Office (LTO) ranked first among government agencies with the most complaints in the first quarter of 2026, according to the Anti-Red Tape Authority (ARTA). Last year, it was third, behind the Food and Drug Administration (FDA).
ARTA said the LTO’s huge transaction volume was the reason for the number of complaints. Most issues concerned include delays in applications and additional requirements. However, ARTA noted that more than 90 percent of cases have already been resolved since agencies act quickly once flagged.
The most complained agencies include the LTO, Bureau of Internal Revenue, FDA, Land Regulation Authority, and the Philippine Statistics Authority.
For government-owned corporations, the Social Security System (SSS) led the list, followed by PAG-IBIG, PhilHealth, and others. ARTA reported that 77 percent of over 2,000 complaints filed between September 2025 and April 2026 have been resolved.
The LTO has acknowledged the report and said it is taking the findings seriously. They pointed to the launch of “iReport Mo Kay LTO Chief”, an online reporting system for delays, fixers, and other concerns.

The agency adds that it is working on improving frontline services and complying with Ease of Doing Business standards.
