The MRT-3 is set to be privatized by 2027. The Department of Transportation (DOTr) is moving ahead with a PHP 103.6-billion concession that aims to improve service for hundreds of thousands of daily commuters.
The government plans to select a private operator by the second quarter of 2027. MRT-3 will be offered as a standalone project and will no longer be bundled with LRT-2.
According to transport officials, around 100 local and foreign firms have already shown interest in the project. The interest came after market-sounding activities were held with support from the Asian Development Bank in Singapore and Japan.
The DOTr said the private partner will be expected to improve train reliability, increase train availability, and shorten waiting times for passengers. The operator will also be measured based on on-time performance, station cleanliness, and proper maintenance of facilities.
The planned upgrade includes fleet replacement, system re-signaling, and capacity improvements. Officials are looking for a company with strong railway experience to help run and maintain the line.
Even after privatization, the government will continue to set and control MRT-3 fares. This means fare adjustments will remain under government supervision.
