The Department of Transportation (DOTr) has deferred the implementation date for penalizing motorists with no RFID stickers or insufficient load on tollways. Originally set for August 31, violators will now face fines starting October 1, 2024.

“We hope the concerned agencies and tollway operators would use the 30-day deferment to finetune expressway operations and further intensify the public information campaign to enable tollway users to comply with the new guidelines,” said Transportation Secretary Jaime Bautista in a statement.

DOTr, the Toll Regulatory Board (TRB), and the Land Transportation Office (LTO) issued the Joint Memorandum Circular No. 2024-001 on August 1. This mandates all motorists to have RFID stickers for their vehicles and maintain sufficient balance for toll fees for a smoother and faster traffic flow.

Non-compliance comes with hefty fines: a first offense for no RFID sticker carries a Php 1,000 penalty, then Php 2,000 and Php 5,000 for subsequent offenses. Insufficient load will get a Php 500 fine for the first offense, increasing to Php 1,000 and Php 2,500 for repeat offenders.
