301 motorists cited in first hours of No Contact Apprehension Policy (NCAP)

AI-driven enforcement aims for safer roads.

The Metropolitan Manila Development Authority (MMDA) has recently reinstated the No Contact Apprehension Policy (NCAP), effective May 26. In just the first four hours of implementation, from 6:00 am to 10:00 am, a total of 301 motorists were apprehended for various traffic violations.

During a press conference, MMDA Chairman Atty. Don Artes said that 301 motorists were cited for traffic violations on the morning of May 26. He stressed that each case underwent thorough manual review and validation to ensure the violations are legitimate.

The NCAP system uses CCTV cameras and artificial intelligence (AI) to detect violations on designated roads across Metro Manila. While AI assists in flagging incidents, all recorded infractions undergo manual validation to prevent errors.

Currently, there is no online platform for checking NCAP violations, as previous verification methods are no longer available. However, the MMDA is developing an app where motorists can verify their NCAP traffic violations. The agency is also working with local telecommunications companies to implement SMS notifications for timely alerts.

At present, Notices of Violation (NOVs) are delivered via postal mail, typically arriving within five to seven days after the infraction. Once the app becomes available, motorists will be able to check for violations straight from their smartphones.
