EV dealers responsible for securing certification for coding exemption

Crackdown underway on fake green plates and misclassified vehicles.

Electric and hybrid vehicle owners in Metro Manila don’t need to secure certification themselves to be exempt from the number coding scheme. According to the Department of Transportation (DOTr), that responsibility falls on dealers or manufacturers, who need to get certification from the Department of Energy (DOE) before selling the vehicle.

This certification will be the basis for EV and HEV eligibility for green plates and coding exemption.

The clarification comes amid a crackdown on fake green plates. The Philippine National Police-Highway Patrol Group (PNP-HPG), DOTr, and the Land Transportation Office (LTO) are investigating cases where gas-powered vehicles were wrongly tagged as electric.

Recently, an EV was also tagged by NCAP for violating the number coding scheme. The owner has since filed for an appeal.
