DICT intensifies fight against harmful online content

The Department of Information and Communications Technology (DICT) is stepping up its fight against harmful online content. The agency is working with telcos and digital platforms to block sites tied to violence and child abuse, following Malacañang’s call to strengthen child protection and digital safety.

DICT Secretary Henry Aguda said the agency is coordinating with the National Telecommunications Commission (NTC), Cybercrime Investigation and Coordinating Center (CICC), Philippine National Police (PNP), internet service providers, and major telcos. He called this “Digital Bayanihan,” stressing that internet safety is a shared duty between government and industry.

Telcos have already boosted voluntary blocking. PLDT and Smart are blocking more than 100 domains linked to extreme violence. Globe expanded its blocking of gore and violence sites, reporting 438,446 domains tied to child sexual abuse blocked in 2025. Converge blocked nearly 12 billion access attempts and blacklisted over 72,000 domains last year.

These actions are part of the Child Online Safeguarding Policies (COSP). The program aims to reduce children’s exposure to cyber threats, exploitation, and violent content. DICT said safeguards will be applied with respect for due process and human rights.

The agency’s goal is to build a safer and more trusted digital space for Filipinos, especially children and vulnerable users. More measures are expected as COSP expands across networks and platforms.
